ECMT authorisations are issued on the basis of a resolution of the European Conference of Ministers of Transport. This authorisation is valid for the international carriage of goods by road for hire or reward between all ECMT Member States, including transit traffic.  

The condition is that the authorisation is used for multilateral transport and not only for bilateral transport with a ECMT State. The licence does not entitle the holder to carry out domestic transport in a ECMT State. The ECMT licence will be refunded to the operator on his behalf if he already has a permit or licence and can prove that he can carry out at least six transport operations between ECMT states. 

The ECMT licence replaces the licence document on the domestic part of the route. It is valid for one year from the date of issue, but is revoked if it has not been used for three months. To be reissued, proof of 26 transport operations during the assessment period of 1 year must be provided, but the place of loading or unloading must not be able to use the EU licence. 

For each ECMT licence issued, the operator must keep a logbook of journeys. The book must be kept at all times during the journey and presented to control officials on request. The entrepreneur must submit the completed journey reports within 2 weeks of the end of a calendar month. If the permit has not been used, he must make a false report. Cross-trade traffic is permitted. 

The ECMT member states also issue non-quota permits for the cross-border transport of removal goods (ECMT removal permit) as time permits entitling the entrepreneur to transport removal goods between ECMT countries. They are valid for 5 years. The ECMT permit only permits the use of vehicles whose technical standards (low-emission and low-noise vehicles) are appropriate and which also meet a number of minimum technical and safety requirements.

You can apply for a permit for laden or empty journeys if you’re a specialist removal company and you move household goods and business possessions between or across the 43 ECMT countries:

Bilateral road haulage permits for some non-EU countries

You can apply for bilateral road haulage permits for some non-EU countries the which EU countries have agreements with:

Belarus, Georgia, Kazakhstan, Morocco, Russia, Serbia, Tunisia, Turkey and Ukraine. 

You only need a permit for journeys to or through Turkey when you’re continuing on to a third country.
